Deloitte Consulting seeks highly qualified Deputy Chief of Party (DCOP) candidates for the anticipated USAID Georgia Green Economy Program. This five-year activity will enhance Georgia’s competitiveness and support the modernization of high-growth sectors to both create remunerative employment opportunities for Georgians and reduce their environmental impact. The position will be based in Tbilisi, Georgia, contingent on award.


The project will be implemented by technical and operational long-term and short-term experts to achieve the following objectives:


  • O1: Improve the capacity, productivity and export sophistication of individual Georgian enterprises to sustainably compete in the global marketplace
  • O2: Improve the ability of the Georgian economic ecosystem to meet the needs of Georgian enterprises in the target sectors in an environmentally- and socially-conscious manner

The DCOP responsibilities include:

  • Work directly with and support the COP on all tasks including liaising with USAID, senior government officials and counterparts, the donor community, and other USAID programs
  • Provide oversight for implementation of program activities, with responsibility (in collaboration with the COP) for the development of high-quality and timely deliverables, management, compliance, and reporting according to USAID requirements
  • Provide leadership, management and support strategic direction for the program
  • Oversee program management, operations, and administration
  • Provide management and oversight for all cross-cutting deliverables and reporting
  • The DCOP must possess the technical, managerial and communication skills to assume all related responsibilities of the COP position on a full-time basis if needed

Minimum Qualifications:

  • Master’s degree in a related field of study
  • Minimum of 8 years’ incremental experience providing relevant expertise and leadership on development programs, preferably with USAID and in the E&E region
  • Minimum of five years’ incremental management or team leadership experience on donor-funded projects, preferably on projects of similar magnitude and complexity in developing countries
  • Knowledge of Georgia’s energy and climate ecosystem
  • Demonstrated experience working with government institutions, private sector, and civil organizations
  • Ability to communicate effectively on the technical aspects of implementation with a wide variety of stakeholders
  • Demonstrated ability to manage and supervise activities of similar size and scope
  • English proficiency (written and spoken) and excellent oral, written, and interpersonal skills
